In a period electronegative nature increases as we move from left to right whereas in a group as per mentioned in the question.

Hence fluorine has more electronegative in nature because as it is the last element in that period excluding inert gases and in the group, it is first element in the group hence it will be the smallest element in that group.

Hence on the whole fluorine is the most electronegative element.

Hence the correct option is D.
