The cost of the food $=$ 30$
$9.5 %$ sales tax on the food $= \frac{9.5}{100} \times 30 = 2.85$
$∴$ The amount becomes $30 + 2.85 = 32.85$
$10 %$ tip on the amount after sales tax $= \frac{10}{100} \times 32.85 = 3.285$
Total amount $= 32.85 + 3.285 =$ 36.125 \approx $36$
