Differentiating w.r.t. 't'
dRdt=dxdt+μdydt

dRdt velocity of bird observed by fish

dxdt velocity of fish

dydt velocity of bird

Taking downward direction as +ve
dRdt=24+43×12

=24+16
=8 m/s
i.e., 8 m/s upward.
