Let $y^{\prime }$ be the apparent height of the bird above water as seen by the fish.
Then we have
$\frac{y^{\prime }}{12}=\frac{{\mu }_w}{{\mu }_a}=\frac{4}{3}$
$\Rightarrow y^{\prime }=16m$
So distance between the fish and the image of bird $=8+16=24m$
