The police car is travelling 3600m in 3min.
In other words, the car is covering 1200m in 1min, i.e. its speed, sP=1200m/min
1hr=60min and 1000m=1km
⟹1200m=12001000=1.2km
The speed of the police car in kmph =1.2km/min×60min/hr=72kmph
The speed of the police car in m/s will be 72×518=20m/s
But the thief is moving at a speed of 25m/s.
Therefore, no! The police cannot be able to overtake/catch the thief if they move at this speed.
