Volume of the frustum
$=\frac{1}{3}\pi h({r_1}^2+{r_2}^2+r_1{r}_2)$

$h=14cm,r_1=3cm,r_2=9cm$
$=\frac{1}{3}\times \frac{22}{7}\times 14(9+81+27)$
$=\frac{1}{3}\times 22\times 2\times 117$

Volume of water = volume of frustum = 1716 $c{m}^3$
