The average rate of change of a function f(x) with respect to x over an interval [a, a+h] is defined as f(a+h)f(a)h. Here, if you look at the function, you can see that it is a constant function, meaning its value does not change with respect to x. So, the change in f(x) in the given interval will be zero(5-5). So, the average rate of change will also be zero.
