The equt circuit diagram of

voltmeter will be

So,

$15=5\times {10}^{-3}(a+s)$ [onm's law]

$\Rightarrow 3000=50+s$

$\Rightarrow 2950\Omega =s$

So, a $2950\Omega$ resistor should

be combined in series with

galvanometer to convert it in to voltmeter.
