We know that while going from one point to the other light rays opt the path for which it will take the least time covering the distance between two points.
Taking this fact into consideration snellslaw was derived
So, for any object to take a path of minimum time while going from one point to the other it will have to follow snell's law
Therefore applying snell's law here we find that velocity is decreasing when we cross beach and goes inside the sea.
