NO, the tension in coupling between the fourth and fifth compartments will not be the same as the in the coupling between the 21st and the 22nd compartments.
Consider the following free body diagram of the train (Fig. 4-8). Note that the resultant force which pulls the last 24 compartments is solely provided by the tension of the cables linking the first and the second compartments.
so according to Newton's Second Law,
T (tension) = (m x a)
hence it will depend upon the mass of the compartments they are pulling behind. This implies that the tension in coupling b/w 4th and 5th compartment will be more because they are pulling more compartments behind as compared to the 21st and 22nd compartments.
