$=\frac{22}{7}\times 2\times 3^2\times \frac{1}{1000}litre$
Flow of liquid through the pipe $=\frac{1}{7}$ litre per second.
Time taken to empty the hemisphere.
$=\frac{22}{7}\times 2\times 3^2\times \frac{1}{1000}\times 7=\frac{386}{1000}sec$
