For uniform strength area should be same through out the length of bolt

$\frac{\pi }{4}(D_0^2-D_h^2)=\frac{\pi }{4}{D}_c^2$

$D=\sqrt{(D_0{)}^2-(D_c{)}^2}=\sqrt{(60{)}^2-(48{)}^2}$

= 36 mm
