$\Rightarrow$ Here, $\theta ={90}^o$ [ Angle of a rectangle ]

$\Rightarrow$ $r=14m$

$\Rightarrow$ Area of sector $=\frac{\theta }{{360}^o}\times \pi r^2$

$\Rightarrow$ Area of sector $=\frac{{90}^o}{{360}^o}\times \frac{22}{7}\times (14{)}^2$

$\Rightarrow$ Area of sector $=\frac{22\times 14\times 2}{4}=154m^2$

$\therefore$ The area horse can gaze is $154m^2$.
