a) No. It is incorrect to say that only red colour is given out by the water droplets. Each water droplet gives out all the seven colours of light. Red colour of the rainbow is the combined effect of all the red colour rays coming from the water droplets.
b) A rainbow can be seen as a full circle when one goes higher above the ground. So, one can observe the full circle from an aircraft.
