Here,
h1=20 cm : h2=100 cm

When cylinder is floating in water at 0C:

The buoyant force is given by,

Fb=A(h2h1)ρ0g

Fb=A(10020)ρ0g

Fb=A(80)ρ0g


When cylinder is floating in water at 4C:

The buoyant force is given by,

Fb=A(h2h1)ρ4g

Fb=A(10021)ρ4g

Fb=A(79)ρ4g

As the buoyant force has to counter the weight (mg) in both the cases, the buoyant force is equal in both the cases.

A(79)ρ4g=A(80)ρ0g

ρ4ρ0=8079=1.01
