FBD of two charges in uniform electric field is shown in the figure.


Torque on upper charge about hinge point (O),

τ1=rFsin90=rF=rqE (clockwise)

Torque on lower charge about hinge point (O),

τ2=rFsin90=rF=rqE (anticlockwise)

Net torque at point O, taking clockwise torque positive,

τnet=τ1+(τ2)=rqErqE=0
