a line intersect the $X-$axis at $(-2,0)$

and the $Y$ intersect is $3$ i.e. cuts the $Y-$axis at $(0,3)$

Equation of the line is

$y-0=\frac{3-0}{0-(-2)}(x+2)$

$\Rightarrow y=\frac{3}{2}(x+2)$

$\Rightarrow 2y=3x+6$

$\Rightarrow 3x-2y+6=0$
