In the figure, inner circle is of radius 6 cm with center P and the outer circle is of radius 13 cm with centre Q.
Alternate solution :

The two circles will not meet .It describes the procedure for construction of a triangle and in a triangle, the difference between the sides of a triangle should be less than the third side which is not happening here 136>5.
