On surface , its always epidermis.
Aerenchyma is present below the epidermis.
The surface of almost all leaves are made of epidermis.
Aerenchyma is large and soft. So, if it is on surface, it will break easily.
So, aerenchyma is below epidermis in a lotus leaf.
