Particle is moving with a constant velocity v parallel to Xaxis, then the position vector r of particle is changing with respect to origin, but not the perpendicular distance about origin O.

distance of particle about origin=constant=y
Angular momentum about O:
|L|=mv r=mv y
|L|=constant
Direction of L is governed by direction of (r×mv), so it is also constant, since L is coming along ve Z-axis, i.e perpendicularly inwards for the plane XY.
