When soap is added to water, the polar end of the molecule is attracted to water and get dissolved. The non-polar hydrocarbon end of the soap gets repelled by water.

In the soap water mixture, the polar carboxyl salt end is attracted to the polar water. The non-polar hydrocarbon tails are repelled by the water, and they form an aggregate particle which consists of nonpolar dirt particle with the nonpolar end of the soap which forms a micelle.
