A moving charge can produce a magnetic field. Draw the magnetic field lines for a current loop to support your answer.

A charged particle moving produces an electric as well as a magnetic field. This can be easily understood from the image. Earlier when there is no current flowing in the wire that is no charged is moving then the test chage just outside the wire does not feel anything. But when a current I is flowing through the wire then the test charge experiences a force, Lorentz force which is given by:
F=qv×B
which clearly shows that the test charge feels the magnetic field which was result of moving charge in the wire.
