Let the number be $x$
Decreased means subtraction. If $x$ is decreases by $23 %$ , then the result is
$= x - 23 % of x$
$= x - \frac{23}{100} \times x$
$= \frac{100 x - 23 x}{100}$
$= \frac{77 x}{100}$

Given that, it is equal to $539$ . So,
$\frac{77}{100} \times x = 539$
$x = \frac{539 \times 100}{77}$
$=> x = 700$
