The same (but containing no di-electric) capacitor charged to a voltage V=156 volt is connected in parallel to the first "non-linear" uncharged capacitor. So, Q=CV
Q=156C
thus,
q1+q2=156C
CV+αCV2=156C
V2+V156=0 [α=1 per volt (given)]
V=12Volts
