We know that during perfectly elastic collision the momentum and kinetic energy both are conserved .
Here it is given that 100% kinetic energy is trasferred . Therefore it is an perfectly elastic collision. Now we have
M1 V1 = M2 V2 ----------(1)
1/2 M1 (V1)^2 = 1/2 M2 (V2)^2----------(2)\
So by solving 1 and 2 we can conclude M1 = M2
