Number of floors = 2
Total number of stairs = 18

Total number of stairs on each floor = 18 ÷ 2
= 9

Number of stairs climbed by person each step = 3

Total number of steps taken by the person for each floor = 9 ÷ 3
= 3

Thus, the person takes 3 steps to climb to one floor.
