Solution

Definition: The inertia of motion is the tendency of a body to resist change in motion when the object is in motion.

Initially when the car is moving, both upper and lower portion of the person moves with the car. As the breaks are applied suddenly, the lower portion of the person which is in contact with the car surface comes to stop with the car stopping. But the upper portion of the person, which is in air, keeps moving forward due to inertia of motion. Which is the reason the person falls forward and hit his head against the steering wheel.

Final answer: Due to inertia of motion.
