Dear student, Hertz is the unit of Frequency . So , higher the frequency lower is the loudness and lower the frequency higher is the loudness . Not only that , Loudness is measured is decibels so 60 dB is more than 45db and if frequency is 100hz then loudness will be more , but less will be the loudness if frequency is 700hz . Regards
