This would not have been possible if the moon would be rotating in a circular orbit since the moon would always be at a constant radial distance from the earth. Since the moon actually rotates in an elliptical orbit, it is sometimes closest to the Earth (perigee) and sometimes farthest from the Earth (apogee).
