The correct option is C $4$ cm
Let middle size piece be $= x$ m
Longest Piece be $= 3 x$ m
Smallest size piece be $= 3 x - 23$ m.
$x + 3 x + 3 x - 23 = 40$
$7 x = 63$
$x = 9$
$∴$ Shortest piece $= 3 \times 9 - 23 = 27 - 23 = 4$ .
