Paper can be seen from any direction because the light that hits the page reflects in all directions.(Paper being rough surface shows diffused reflection) But for mirror, parallel rays will not be reflected in all directions (mirror being a smooth surface it shows regular reflection )hence it won't be visible from all directions.
