Motion of a particle $s = 15 t - 2 t^{2}$
Therefore, velocity $\frac{d s}{d t} = 15 - 4 t$
$\Rightarrow {(\frac{d s}{d t})}_{t = 0} = 15$ and ${(\frac{d s}{d t})}_{t = 3} = 3$
