Distance is equal to the product of speed and time.
Distance travelled by police car is:

sp=60t

Distance travelled by mini-van is:
sm=vmt
sm=45t

Distance travelled by police car (sp) is 600 m more than distance travelled by mini-van (sm).
sp=sm+600
60t=45t+600
