A portable radio has a built-in transformer so that it cna work from the mains instead of batteries. Is this a step-up or step down transformer ?

Step-down. So that rectified DC voltage is equal to battery voltage, hence it can work on mains as well as on battery.
This is because the voltage from the mains is too much for the portable radio so it needs to be stepped down.
