Positively charged objects will exert an attractive force on each electron in the neutral object and a repulsive force on each proton in a neutral object.
Protons are unable to move as they are bound to the nucleus which is stuck in a lattice of the chemical bond.
The electrons in the highest energy levels on the other hand are free to move in a conductor.
So they are attracted and flown towards the positively charged objects.
So the electrons will flow from neutral object to positive object until they are the electrical potential.
