Let the rational number be $x$ .
When we multiply it by $\frac{5}{2}$ and add $\frac{2}{3}$ to the product we get $\frac{- 7}{12}$ .
i.e., $x \times \frac{5}{2} + \frac{2}{3} = \frac{- 7}{12}$
$\frac{5 x}{2} = \frac{- 7}{12} - \frac{2}{3}$
$= \frac{- 7 - 8}{12}$
$= \frac{- 15}{12}$
$x = \frac{- 15}{12} \times \frac{2}{5}$
$= \frac{- 1}{2}$ .
Hence the required number is $\frac{- 1}{2}$ .
Verification:
$L H S = \frac{- 1}{2} \times \frac{5}{4} + \frac{2}{3} = \frac{- 5}{4} + \frac{2}{3}$
$= \frac{- 15 + 8}{12} = \frac{- 7}{12} = R H S$ .
