Using Snell's law :

${\mu }_{1}sini={\mu }_{2}sinr$

$1\times sin{60}^{\circ }=1.5\times sinr$

$r={35}^{\circ }{15}^{{}^{\prime }}$

And $V_{glass}=\frac{c}{\mu }$

$=\frac{3\times {10}^8}{1.5}m/s$

$=2\times {10}^{8}m/s$
