The correct option is C Medium 3
Given:

$i = 60 °$
$r_{1} = 60 °, r_{2} = 45 °, r_{3} = 30 °$

We know,

$n = \frac{s i n i}{s i n r} = \frac{c}{v}$

$v = \frac{s i n r}{s i n i} \times c$

As the angle of incidence in all three case is same, greater the angle of refraction greater will be the speed of light in particular medium (v) or vice versa.
Out of the three-case angle of refraction is minimum in third case.
So, In medium 3 Speed of light will be lowest.
