They ray will be partly reflected and partly refracted.
$\angle MOB=\pi -2\theta$
But the angle between refracted and reflected ray is $\angle POB$.
Clearly $\angle POB$ is less than $\angle MOB$, i.e., less than $\pi -2\theta$
