Let height, $h$ of the cylinder be $16$ cm
Circumference of the base $=$ $2\pi r$
Therefore $2\pi r=22$
$\Rightarrow 2\times \frac{22}{7}\times r=22$
$\Rightarrow r=\frac{22\times 7}{2\times 22}=3.5$
Volume of the cylinder $=$ $\pi r^{2}h$
$=\frac{22}{7}\times 3.5\times 3.5\times 16$
$=616{\text{cm}}^3$
