Speed of the red car is continuously increasing and the distance between the blue car and the red car is increasing initially, but as soon as the red car gains velocity equal to the velocity of the blue car the distance between them start decreasing as the speed of the red car is increasing and speed of the blue car is decreasing. So, when the red car catches the blue car the speed of the red car is more than the speed of the blue car.
