The correct option is A 17:9
It is given that, r:h=5:12
Surface area of cylinder A1=2πrh+2πr2
And surface area of cone A2=πrl+πr2 (where l=h2+r2)
A1A2=2πr(h+r)πr(h2+r2+r)

Put h=12x and r=5x

A1A2=2(12+5)x(13+5)x=179
