The correct option is A 4^i+3^j
From right hand thumb rule, +ve zaxis comes out perpendicularly outward to (xy) plane.
ω=3^k rad/sec
and VP=1^i m/s
R=1 mRPO=1^j m
For combined rotational and translational motion,
VP=VO+VPO ...(i)


where VPO is the velocity of point P w.r.t centre of the ring (O).
VPO=ω×RPO
Substituting in Eq (i),
1^i=VO+[(3^k)×(1^j)]
1^i=VO+3(^k×^j)=VO3^i
VO=4^i
Now,
VA=VO+VAO
VA=VO+ω×RAO


RAO=1^i
VA=4 ^i+[(3^k)×(1^i)]
VA=(4^i+3^j) m/s
