For hollow cylinder moment of inertia
I=MR2=3×0.42
Torque, τ=Iα(1)

Torque about centre line of cylinder
τ=F×R(2)
From equation 1 and 2
F×R=Iα
Angular acceleration =F×RMR2=30×0.43×(0.4)2
=1004 rad/s2
