Area of circle $= π \times 28^{2} = 2464$

The hexagon is made up of 6 equilateral triangles of side 28 cm.

The area of hexagon
$= 6 \times \frac{28^{2} \times \sqrt{3}}{4} = 1999.2$

The area of design
$= 2464 - 1999.2 = 464.8 c m^{2}$

Total cost
$= 464.8 \times 0.35$

$= R s 162.68$
