Let C.P. of the goods be $RsC$
Marked price will be $=C.P.+30$ % of $C.P.=\frac{130}{100}\times C=\frac{130}{100}\times C=Rs1.3C$
Since the shopkeeper gives $10$ % discount on the marked price , Selling price $=\frac{90}{100}\times 1.3C=Rs1.17C$
Now, Gain % $=\frac{S.P.-C.P.}{C.P.}\times 100=\frac{1.17C-C}{C}\times 100=17$ %
