Moles of NaOH $= \frac{m a s s}{m o l a r m a s s} = \frac{4}{40} = 0.1$
$500 m l \approx 500 g$
molality= $\begin{matrix} = \frac{m o l e s o f s o l u t e}{m a s s o f s o l v e n t (k g)} = \frac{0.1 \times 1000}{500} \end{matrix}$
$m = 2$
