It is a general property of bases to change the colour of red litmus paper to blue.
The pH scale helps us to identify whether a solution is neutral, acidic or basic and up to what extent.

Acids have pH lower than 7, bases have pH more than 7 and pH of neutral compounds is 7.
Strong acids have a lower pH value whereas strong bases have higher pH value.
Thus, the pH of a solution has to be 10 (i.e basic in nature) in order to change the colour of red litmus to blue.
