I (net) inside a shell is 0. Hence IP+IQ=0
IP=IQ (magnitude) I(net) is zero because there is no attraction. It is zero because it is equally and oppositely attracted and sunning up to zero. So, IP and IQ would not be zero but their sun would be zero.
