The correct option is A
$V_{1} = V_{2} > V_{3}$

Inside the spherical shell potential same

$V_{1} = V_{2}$

And outside the spherical shell

$V \propto \frac{1}{d} ∴ V_{1} = V_{2} > V_{3}$
